Our cultural heritage is very rich, dynamic and development-oriented since ancient times,
which is a matter of pride for every Indian. If we look at the pages of history, it is known that
all the invaders come at a time interval, for hundreds of years, Mother India was in the chains
of slavery, but no one could erase its rich culture, but by incorporating them into itself, the
culture of India would have prospered.
The review of the past is very pleasing, this country with the tradition of sages is still known in
the world for its rich culture, scientific knowledge and sacrifice. So much has been said about

community culture always developed on the aspect of environmental, ecological, natural,
and extraordinary circumstances of a mass with or percent and perform their identity in form

Culture always presents the life standard of the community and also plays an all-encompassing
role to decide the future of cultural civilization. The culture of any country reflects the
development of the communities, mental development, ideological and practical development
and human factors of that country, which give strength to the social system, economic system
and global dimensions of that country. Therefore, today it is necessary that we know our
culture, connect with our origin and become a part of culture promotion.

What is the Cultural Reform Scheme?
Cultural Reform Scheme (CRS) is a program run by Vikalp Foundation Trust, in which the
upliftment, promotion and cultural heritage of Indian culture will be promoted among the
general public under proper guidance and coordination of persons, types and forms of cultural
importance of different communities. It will also be developed in a highly refined form in the
future. Under the cultural reform scheme, every effort will be made to restore various types of
endangered cultures and bring their importance to the public, so that our rich culture will be
strengthened.
Why the Cultural Reform Scheme?
In our country, people live in different types of communities, whose lifestyle, language, dialect,
festivals depend on their different ecological environment, but to meet the needs of daily life,
people leave their village, city, country to earn money. They keep on shifting to different places
or due to divine calamities leave their place and get displaced to other places. In such a
situation, their culture is also displaced with them and if they do not get proper environment
then their culture also decays. Vikalp Foundation Trust will introduce the indigenous cultural
genres of different cultures like dance, singing, instrumental and theatrical to the general public
with their original and refined form and for their development and upliftment, by providing
proper training facilities by the experts of that genre, for the continuous development of cultural
upliftment.
For whom is the cultural reform scheme?
Cultural reform scheme is especially for those who are talented but due to lack of financial and
proper guidance, they do not get a chance to shine their hidden talents and those talents either
gradually get destroyed or their path gets changed. Some geniuses are very sensitive, which in
the absence of proper guidance also gets frustrated.
Therefore, through the cultural reform scheme, we will help in identifying those talents who are
financially weak, by honing them, under proper guidance, in getting recognition at the national
and international level, so that cultural heritage can also be taken forward.
Outline of the Cultural Reform Scheme
The Cultural Improvement Scheme will start from every Gram Panchayat level of India to find
and polish cultural talents up to Block, District, Mandal, State and National level. Under this,
competitions will be organized in different types of genres like singing, instrumental, dance and
acting. The competition will be held separately for two categories - Junior and Senior.
The junior category will consist of primary or minor-secondary school students from Class I to
Class-7, and the senior category will consist of minor secondary or higher secondary school
students from Class-8 to Class-12. The purpose of motivating the students selected from the
competition to display their talent and cultural development up to the national and international
level will be given and high level training will be given by the experts of that discipline.
Apart from the competition, the participants will also be prepared for the upcoming programs
by giving more level training so that the continuous spread and development of Indian culture
can be possible.

हमारी सांस्कृतिक विरासत प्राचीन काल से ही बहुत ही समृद्ध , गतिशील एवं विकास को बल देने वाली है जो की प्रत्येक भारतीय के लिए यह गर्व का विषय है। इतिहास के पन्नो पर नज़र दौड़ाया जाय तो पता चलता है की तमाम आक्रांता समयान्तराल पर आएं ,सैकड़ों वर्षो तक भारत माँ गुलामी की जंजीर में जकड़ी रहीं परन्तु इसके समृद्ध संस्कृति को कोई मिटा नहीं पाया अपितु उन्हें भी अपने समाहित कर भारत की संस्कृति और समृद्ध होती गयी।

सांस्कृतिक सुधार योजना (सीआरएस) विकल्प फाउंडेशन ट्रस्ट द्वारा संचालित एक कार्यक्रम है, जिसमें भारतीय संस्कृति के उत्थान, संवर्धन और सांस्कृतिक विरासत को आम जनता के बीच उचित मार्गदर्शन और व्यक्तियों, प्रकार और सांस्कृतिक महत्व के रूपों के समन्वय के तहत बढ़ावा दिया जाएगा। समुदाय इसे भी भविष्य में बेहद परिष्कृत रूप में विकसित किया जाएगा। सांस्कृतिक सुधार योजना के अंतर्गत विभिन्न प्रकार के लुप्तप्राय संस्कृतियों को पुनर्स्थापित कर उनके महत्ता को जनसामन्य तक पहुंचाने का भरपूर प्रयास किया जाएगा जिससे हमारी समृद्ध संस्कृति को बल मिले।
सांस्कृतिक सुधार योजना क्यों ?
हमारे देश में लोग विभिन्न प्रकार के समुदायों में रहते हैं जिनका रहन -सहन , भाषा - बोली , पर्व - त्यौहार उनके विभिन्न पारिस्थितिकीय वातावरण पर निर्भर करता है परन्तु दैनिक जीवन के आवश्यकताओं की पूर्ति हेतु लोग अपने गाँव ,शहर,देश को छोड़कर अर्थोपार्जन के लिए विभिन्न स्थानों पर स्थानांतरित होते रहते है अथवा दैवीय आपदाओं के कारण भी अपने स्थान को छोड़कर दूसरे जगहों पर विस्थापित हो जाते है ,ऐसे में उनकी संस्कृति भी उनके साथ विस्थापित होती है और यदि उन्हें उचित परिवेश न मिले तो उनके संस्कृति का भी क्षय हो जाता है। विकल्प फाउंडेशन ट्रस्ट विभिन्न संस्कृतियों के नृत्य , गायन , वादन एवं नाट्य जैसी देशज सांस्कृतिक विधाओं को उनके मूल एवं परिमार्जित रूप के साथ जनसामान्य को परिचय कराएगा तथा उनके विकास एवं उत्थान लिए उस विधा के विशेषज्ञों द्वारा उचित प्रशिक्षण की सुविधा उपलब्ध कराकर सांस्कृतिक उत्थान का निरंतर प्रयास करेगा।
सांस्कृतिक सुधार योजना किसके लिए ?
सांस्कृतिक सुधार योजना खासतौर पर उनके लिए है जो प्रतिभावान हैं परन्तु आर्थिक आभाव एवं सटीक मार्गदर्शन ना मिलने के कारण उनके अंदर की छिपी प्रतिभा निखरने का मौक़ा नहीं मिल पाता और वे प्रतिभायें या तो धीरे - धीरे नष्ट हो जातीं है या फिर उनका मार्ग बदल जाता है। कुछ प्रतिभाएं अत्यधिक संवेदनशील होती हैं जो की जो की उचित मार्गदर्शन के अभाव में कुंठा ग्रसित भी हो जाती है।
अतः सांस्कृतिक सुधार योजना के माधयम से हम उन प्रतिभाओं को, जो आर्थिक रूप से कमजोर हैं ,को खोज कर ,उन्हें तराश कर ,उचित मार्गदर्शन में राष्ट्रीय एवं अंतर्राष्ट्रीय स्तर तक पहचान दिलवाने में सहयोग प्रदान करेंगे जिससे सांस्कृतिक विरासत को भी आगे ले जाने में मदद मिलेगा।
सांस्कृतिक सुधार योजना की रूप रेखा
सांस्कृतिक सुधार योजना भारत के प्रत्येक ग्राम पंचायत स्तर से शुरू होकर खंड, जिला, मंडल, प्रदेश एवं राष्ट्रीय स्तर तक के सांस्कृतिक प्रतिभाओं को तलाशने एवं तराशने का कार्य करेगी। इसके अंतर्गत विभिन्न प्रकार के विधाओं जैसे गायन , वादन, नृत्य और अभिनय , में प्रतियोगिता का आयोजन किया जाएगा। यह प्रतियोगिता दो वर्गों - कनिष्ठ और वरिष्ठ लिए अलग - अलग होगी। कनिष्ठ वर्ग में कक्षा १ से लेकर कक्षा -७ तक के प्राथमिक या लघु -माध्यमिक विद्यालय के छात्र होंगे तथा वरिष्ठ वर्ग में कक्षा -८ से कक्षा -१२ तक के लघु माध्यमिक या उच्चतर माध्यमिक बिद्यालय के छात्र होंगे। प्रतियोगिता से चुने छात्र-छत्राओं को राष्ट्रीय एवं अंतर्राष्ट्रीय स्तर तक अपने मेधा को प्रदर्शित करने एवं सांस्कृतिक विकास हेतु प्रेरित करने का प्रयोजन किया जाएगा तथा उस विधा के विशेषज्ञों द्वारा उच्च स्तरीय प्रशिक्षण दिया जायेगा। प्रतियोगिता के इतर प्रतिभागियों को भी और भी स्तरीय प्रशिक्षण देकर उन्हें आगामी कार्यकर्मों के लिए तैयार किया जाएगा जिससे भारतीय संस्कृति का सतत प्रसार और विकास संभव हो सके।
